Summary of Qualifications

Thirty years’ experience primarily focused on planning, developing, and leading, education, interpretation, and leadership development programs. Developed, planned, and executed many successful initiatives, programs, and events (including overseas) that required support and cooperation among different governmental organizations. Significant experience in supervising and managing personnel (civilian and military), including scheduling, evaluating, hiring, mentoring, teaching, prioritizing efforts, and resourcing staff. Develop and oversee operational and capital budgets for numerous projects and contracts. Established long-term and master plans by translating leadership priorities and vision into executable plans. Excellent communication and presentation skills to create reports and updates for both internal and public/external audiences. Outstanding knowledge of computers, various software platforms, apps, and website creation.

Work Experience and Key Accomplishments

Arlington National Cemetery (Arlington VA), Command Historian, June 2013 to May 2025

I worked in the high operational tempo of Arlington National Cemetery (ANC), with intense national and international scrutiny, for nearly 15 years (12 years full time). My greatest strength is the ability to articulate leadership’s vision into a workable plan and securing cooperation from staff, contractors, and other agencies to execute that vision. I have led numerous leadership priorities to the public, governmental agencies, members of Congress, and other public and private entities. I also led and managed numerous projects that required collaboration and funding from inter-departmental staffs as well as other federal governmental entities. These efforts have required me to utilize my successful program and project management skills to include conducting needs assessments, establishing timelines and budgets, and ensuring all efforts remained on track and within budget. I am proud that I was responsible for the largest innovation in services offered at the cemetery in its 161-year history – establishing the first ever education and interpretation programs. I created and executed a comprehensive educational needs assessment of school students, lifelong learners, the general public, ANC’s staff, and a survey of visitors. Using this information, I developed a long-term education plan and a long-range Comprehensive Interpretation Plan (10 year). In addition, I provided continuous feedback by mentoring and coaching my team, other staff, and ANC principals in leadership development. I served for extended periods of time as the Acting Director of Operations, managing both civilian and military staff as well as division directors, to include all aspects of public safety from security guards to pedestrian and vehicular controls. Ensured my staff was properly trained while I provided unwavering dedication and loyalty to approved ANC Strategic Plans and leadership initiatives. 

●    Maintained productive relationships with multiple military, federal, state, and local stakeholders to work towards executing the vision of ANC’s Strategic Plan   

●   Developed budgets and timelines, writes requirements, and statements of work, and serves as Contracting Officer Representative for over $35 mil in contracts

●    Scheduled and supervised the work of all direct reports and contractor support efforts to include developing performance standards, rendering appraisals, directing priorities, and providing mentoring

●    Ensured ANC programs conformed to all Army, Joint, and professional regulations and standards

●    Helped create and execute numerous community and other outreach events

●    Conducted hundreds of international and national media interviews

●    Regularly briefed and offered course of actions to the Congressional mandated Federal Advisory Committee on sensitive issues to including the Section 60 Memorial Collection, the Confederate Memorial at ANC and other legislative priorities

●    Worked closely with the Office of the Chief Information Officer to create, maintain, and modernize web pages and mobile app development

●    While serving as Acting Director of Operations safely evacuated several thousand visitors from the cemetery credible bomb threat while reporting to federal, state, and local law enforcement officials

●    Represented ANC to many family members, descendants from the enslaved community at Arlington, and other parties, including senior Congressional members, over charged and emotional topics

●   Conducted private tours with heads of state (including Presidents, Prime Ministers, and Royalty)

Georgetown University (Washington, DC), Leadership Development Facilitator/Trainer, January 2007 to January 2018

Planned, designed and facilitated the Executive Masters in Leadership opening residency program. This included meeting with program leaders and selecting specific themes to emphasize during the residency. Each topic was integrated into the residency by utilizing specific historical case studies.

●    Prepared and delivered yearly residency program, Gettysburg staff ride, to reinforce leadership principles for students

●    Responsible for organizing and executing logistical aspects of this yearly event including scheduling classroom time as well as terrain walks

U.S. Army Center of Military History (Washington, DC), Field Programs (FP), Feb 2002 to June 2013

Responsible for the Center of Military History’s (CMH) Military History Education Program, specifically staff rides. Planned, administered, and executed CMH historical conferences and events, including maintaining contact with official international historical centers and administering overseas conferences. Served as Acting Branch Chief from June 2007 to February 2008. 

●    Developed, facilitated, and executed leadership development events as well as planning and hosting conferences and symposia for U.S. government and academic hsitorians, as well as official and academic historians from around the world.

●    Conducted over 600 staff rides for military and federal government agencies along with official international visitors, focused on leadership, communication, and conflict resolution

●    Managed professional development events, including budgeting, supervising teams, and conducting evaluations of their effectiveness through survey and other metrics

●    Planned and executed 5 national conferences and 7 international in Asia and Europe and North Africa

●    Created a transition book of vignettes to prepare incoming Secretaries of the Army for their duties

●    Supervised Army field history offices, including certifying programs across the Army

●    Part of the design, testing, training, and quality assurance team for custom MS Windows program

American Military University (Charles Town, WV), January 2004 to August 2006

Taught online classes at American Military University. Designed curriculum for several new classes, including Rotary Wing Aviation in War, developed and implemented course parameters, and taught the initial iterations of the course.

●    Maintained outstanding and rapid communication with students to provide feedback, answer questions, counsel, and ensure their academic success

Community College of Allegheny County (Pittsburgh, PA), August 2000 to February 2002

Taught a wide variety of in-person and online history, political science, and geography courses at numerous CCAC branch campuses across the county. Duties included selecting new textbooks for numerous classes and developed some of the earliest online offerings at the college. Designed and taught several special course offerings, including one focused on visiting nearby battlefields of the French and Indian and Civil Wars.

●    Proposed several special course offerings to the Academic Dean, received approval, worked to add courses to the academic catalog, recruited students, and responsible for all logistics that included charter bus transport to various battlefield locations
